Replaces the whole step tree with the given steps (same shape as in POST /automations). Refused with 409 while anyone is actively enrolled, because removing steps strands people mid flow; deactivate the automation and wait for enrollments to finish, or edit single steps in place with PATCH /automations/{id}/steps/{step_id}.
